It can take a long time to grow back completely, depending on the cat and where on the body the fur's been shaved. For example when my female had her stomach shaved for spaying last year it took some 3 months before you couldn't tell anymore. Some hair should start growing after a few weeks.

Years ago Mac got a nasty abscess on his tail. The vet shaved the whole tail except for a poodle pouf at the end. To add to Mac's humiliation, we brought home a little terrier/doxy mix puppy who couldn't resist trying to play with what looked like a twitching rope with a frayed end. Mac was incredibly patient, but I'm sure he was really relieved when the hair grew and he had his tail to himself again. I'm not sure, but I think it took three months or so. Both Mac and Heidi are gone now. I still miss them both.
