Other than that, if that isn't possible, the cat could have any number of illnesses or it could just be starved. If a vet won't help, there's a high calorie supplement that comes in a tube that can be bought at most pet stores here in the States. I don't know if they sell it there, but you can check. It's for animals who aren't eating all the nutrition they need. Ask the store clerk.

That might help him if he's just been starving. If he's sick, though, he needs the vet.
